David Watters is looking forward to building a time capsule at the new Veterans Memorial Park near the south entrance of Stewartville.
Watters, 15, a member of Stewartville Boy Scout Troop 156, will earn the Eagle Award, the highest honor in scouting, by supervising a group of his fellow scouts to build the capsule, to be made of concrete, landscaping block and metal.
Watters spoke to the City Council last week, saying the Boy Scouts have approved the project...
