A Rochester company has submitted the low bid for the city of Stewartville's 2019 capital improvement project. Pending City Council approval, Elcor Construction will do the job for $1,528,930, an amount $102,060 less than the $1,631,000 engineer's estimate from Short Elliott Hendrickson (SEH), the city's engineering firm. Jenna Obernolte, a professional engineer with SEH, joined city officials to open the bids for the street project at Stewartville City Hall on Thursday morning, April 4. The 2019 capital improvement project is scheduled to include the reconstruction of water mains, curb and gutter, sub drains, and sanitary sewer, and adding bituminous overlay at the 400 block of Third Avenue Southeast, the 300 block of Fifth Street Southeast and the 400 and 500 blocks of Fourth Avenue Southeast.
